This could be a minor bug with Steam itself, or it could be a major problem on Konami's hands. Konami have been contacted about this issue by Gamespot, but have yet to reply to them. I can relate to the users who find this extremely irritating after spending their hard-earned money on MGR: Revengeance, as I know from certain other game downloads sites that when you want to play a game, and it doesn't start, it can make you go crazy!
